Surveyor code of conduct.

Ten do’s and ten don’ts, exactly as the campaign prints them on its survey form. Read them once before your first visit — a calm surveyor with a filled form is more powerful than an angry crowd.
10 do’s
  1. 01Visit politely & introduce yourself as a local parent/citizen doing a school survey. Smile, stay calm.
  2. 02Visit during school hours only (approx. 9 AM – 3 PM). Never before/after school or on holidays.
  3. 03Observe quietly. Your job is to see and note — water, toilets, meals, classrooms. Not to inspect like an officer.
  4. 04Fill the form based only on what you see — not on rumours or what someone told you.
  5. 05Photograph facilities only (toilet, water tank, kitchen) — and only where safe and appropriate.
  6. 06Talk respectfully to teachers & staff. Say "ji", "sir", "madam". They are not your enemy — many face the same system problems.
  7. 07Leave immediately if asked to leave. Note it on your form ("was asked to leave") and exit peacefully. That itself is a finding.
  8. 08Carry your survey form & CJP reference letter so people know this is an organised, peaceful effort.
  9. 09Thank the school before leaving — even if conditions are bad. The report will speak, not your anger.
  10. 10Submit your form the same day so nothing is forgotten or exaggerated later.
10 don’ts
  1. 01Don’t argue, shout or accuse anyone. No "aap log kaam nahi karte" type statements — ever.
  2. 02Don’t confront the principal or teachers. You are a surveyor, not an interrogator.
  3. 03Don’t enter running classrooms or disturb children while teaching is going on.
  4. 04Don’t photograph children’s faces or take videos of students. Facilities only.
  5. 05Don’t touch registers, files or school property or demand documents. You have no power to demand records on the spot.
  6. 06Don’t go in large groups. Maximum 2–3 people. A crowd looks like a protest, not a survey.
  7. 07Don’t promise anything to teachers, parents or students ("hum theek karwa denge") — just record the facts.
  8. 08Don’t post on social media on your own. All findings go through the CJP team first.
  9. 09Don’t accept tea, food or gifts from the school — it keeps the survey neutral.
  10. 10Don’t visit the same school repeatedly or trouble staff with follow-up visits. One visit, one form.

Government schools run on public money. If you’re refused entry, don’t fight — file an RTI application later to get facts about funds, teachers and meals.
Parents’ special rightRTE Act
Every govt. school must have a School Management Committee (SMC) — 75% members are parents. Parents can legally ask questions in SMC meetings.
Complain in writingBEO
Report genuine problems (no water, no meals, missing teachers) to the Block Education Officer or through the CJP team. A written complaint beats an argument.
If someone misbehavesCall 112
If anyone threatens or pushes you — do NOT retaliate. Leave, note the time and names, inform the CJP team. For physical threats, call 112 or go to the local police station.
Know your limitsImportant
You have no right to force entry, seize documents or question staff like an authority. Your power is your form, your photo and your written complaint — not confrontation.
